eBay released its 2026 Recommerce Report on October 7, drawing on online surveys of 10,522 secondhand buyers and 1,707 eBay sellers across several countries. Among surveyed buyers worldwide, 47% said they shop secondhand at least monthly, up from 35% in 2025. In the US, 36% called secondhand shopping very important to managing their household budget, compared with 28% of respondents globally. Those are survey results, not a count of all US shoppers.
For a US electronics buyer, the report gives context for why used and refurbished listings are attracting attention. That is our inference from broader secondhand data. The announcement covers many categories and does not say how many of these buyers purchased a refurbished phone, laptop or console. Nor does it announce a change to eBay’s refurbished programme, buyer protections or seller terms. A buyer still needs to compare the condition and seller on an individual listing.
The electronics share of the survey, current device prices and any effect on stock are not established in the announcement. eBay links to its full report for more detail, but this brief uses the release itself. Check a live listing for its exact condition label, return terms and seller identity before treating the broader survey as buying advice.
